Howard County Focus on the Route 1 Corridor

Savage County Association (SCA) and Howard County Citizens Association (HCCA) are hosting all of the candidates for Howard County Council in Districts 1 and 2, as well as our District 3, in an open forum to discuss the revitalization of the Route 1 Corridor.

Howard County has awarded a $300K contract to RKG Associates, a DC-based consultancy, to assist in revising the Master Plan for the Route 1 Corridor (which the Department of Planning and Zoning considers to be the part of Howard County east of I-95).

A summary of the RFP's goals:

1. Analyze the current economic, market, land use, urban design, and transportation conditions of the Corridor
2. Synthesize data and public input into realistic development concepts
3. Analyze the benefits and shortcomings of different alternatives
4. Identify the best alternative and develop implementation steps
The Statement of Work (SOW) calls for a very broad effort, including:
• Developing an overarching vision (or visions) for the Corridor
• Analysis of the desired commercial, retail, and emerging industries such as cybersecurity
• Analysis of residential housing demand and the impact of schools
• Transportation needs
• Tools for implementation, including financial incentives, zoning, and public/private partnerships
Howard County chose the winning bidder from six companies who submitted proposals.
